Tokyo's Shibuya district is moving forward with regulations to ban public drinking in streets, parks, and areas around the Shibuya Station after last year's outdoor celebration became an unruly mess, Yahoo Japan reports.
The famous Shibuya scramble crosswalk attracted over 300,000 party-goers for Halloween celebrations, according to Kyodo News. During last year's celebration, several men were arrested in connection to incidents that included groping, up-skirt photography, and the overturning of a small truck. Massive littering was also a major concern.
While public drinking is allowed in Japan (although somewhat frowned upon) Shibuya Ward has set up a research panel to establish details regarding the enforcement of an ordinance that prohibits drinking in public spaces during the massive Halloween celebration.
