In spite of calls by Shibuya Ward to not gather in Shibuya and stay home to avoid infection during the ongoing novel coronavirus pandemic, people eager to celebrate Halloween or curious to observe them gathered in Shibuya tonight, crowding the area in front of Shibuya Station and surrounding areas.
Moreover, following its plan of action from the previous year, and in a move that perhaps discouraged some people from attending, public drinking of alcohol was banned in the most crowded areas from October 24th to November 1st:
If the weather had not been rainy, there may have been even more people, but the scene in Shibuya tonight was already far more crowded than anything the neighborhood had seen at least since Halloween 2020.
